Banks require a commitment letter w/ the offer: Banks want to know that the person they are negotiating with, will close the transaction, and that the property will not be tied up while you find out how much you can borrow. It doesn't matter what you think you qualify for. The bank doesn't know you and they don't want to know you. They just want to know that someone thinks enough of you to loan you the money. Banks will not even look at an offer w/o proof you are a qualified buyer. While there may be a few isolated exceptions, this is true regardless of whether you are trying to buy a Foreclosed Home, HUD Home, Home-steps, Short Sale, REO, or any other homes for sale that require 3rd party approval.
Banks will not look at contingency offers: These are commonly called subject to offers. In other words you are offering to buy a home from the bank subject to selling your home, or financing the house, or winning the lottery. Banks will not even consider an offer subject to anything, except inspections, and those must be noted in the original offer. If you have a home to sell. prepare to sell it, or lease it or arrange for bridge financing so that you can close on your new home while your old home sells.
